The game doesn't start at level 80. It starts at level 1. Leveling to 80 can be consider a long 'tutorial', but it's not a tutorial in the sense of teaching you the basics, but in the sense of getting used to your profession. So it's more 'training' than 'tutorial'.
You can get 2 20-slot bags through achievements as f2p, look for the bandit weapons and uncanny canner achievements. Bandit weps are bought with karma with a low level acc in wvw. For the uncanny canner, 2 of the items are f2p restricted on the tp but its under 40s for both so someone nice could gift it to you! 1.
